The book examines human rights-related questions regarding peace missions under United Nations mandate, especially the territorial scope of the International Covenant on Civil and Political Rights in the context of detentions and searches by armed forces on foreign soil. The author dissents from mainstream scholarship regarding the interpretation of Article 2 (1) CCPR beyond the exact wording and demonstrates why such an interpretation would be inappropriate and lead to unbearable consequences.
